Guide to the Public Consultation Process

The Kilbeggan to Mullingar Greenway is following the public consultation guidelines as set out in the Strategy for the Future Development of National and Regional Greenways. The four separate public consultation stages are summarised below:

1. Study Area Public Consultation: Completed in May 2023.

2. Route Corridor Options Public Consultation: May 2024.

3. Preferred Route Corridor Public Consultation: Phase 2.

4. Preferred Route Consultation with individual landowners: Phases 2, 3 and 4.

 

Public Consultation No. 1 Study Area

Public Consultation No. 1 Study Area closed in June 2023.

 

Public Consultation No. 2 Route Corridor Options

In Phase 2, the second public consultation for the Kilbeggan to Mullingar Greenway Project was held in May 2024 and displayed the two route corridor options for the project. Both route corridor options have five common nodes:

  • Kilbeggan Harbour (start point for the greenway to connect to Grand Canal Greenway).
  • Split Hills and Long Hill Esker.
  • Ballynagore.
  • Cloonagh (just south of Lough Ennell).
  • Old Rail Trail in Mullingar (end point for the greenway and connection to the Royal Canal Greenway).

One of the route corridor options is west of Lough Ennell while the other is to the east of Lough Ennell. Feedback from the second public consultation helped inform the appraisal of the route corridor options.

Public Consultation No. 2 Route Corridor Options closed in June 2024.

 

Public Consultation No. 3 Emerging Preferred Route Corridor

The non-statutory Public Consolation No. 3 Emerging Preferred Route Corridor is being held to update all stakeholders, landowners, members of the public and interested parties on the project progress to date and the preferred corridor within which the Kilbeggan to Mullingar Greenway is likely to be developed.

Westmeath County Council is inviting all interested parties to participate in this public consultation on the Emerging Preferred Route Corridor.

The consultation period opens on Monday 16th June 2025.

The closing date for submissions is 4pm on Friday 25th July 2025.

A public consultation event will take place at the following time and location.:

Bloomfield House Hotel, Mullingar, Co. Westmeath (N91 HP8E)

Thursday 19th June 2025 from 3pm to 8pm.

Project Liason Officers

Project Liaison Officers (PLOs) are available to meet with landowners. The PLOs will be the main point of contact for the landowner and will ensure that the landowner’s interests and concerns are considered in the development of the project. Independant Argonomist

Westmeath County Council have appointed an independent agronomist, Philip Farrelly & Co Agricultural Consultants, who are available to discuss the voluntary land acquisition agreement process with landowners. They will provide impartial advice to landowners. They can be contacted on the following:
